How to read a pattern.....?

there are 2 circleswith arrows pointing to them saying "For Right Side"...what does that mean? And then the terms, "Fold Line" and "Tuck"....are they just telling me where the fold and tuck will be or should I draw a line on the fabric so I know where to fold it?

Not sure what you are making;

Depending on where the circles are;

some circles are markings for buttons and others for holes to be punched.
and some are for lining up the paper pattern pieces together such as laying 2 pieces of pattern to make one piece of pattern to be cut out to be sewed.

and for the fold and tuck lines you usually fold on the solid lines then place on the broken lines and pin to sew in place or if the directions say to stitch on lines then you stitch on the lines for the tucks, sew just to the bottom of the lines.
