I don't think ink pads are a good idea with such young children. It could get very messy and ink pads are not washable.

Better would be foam shapes used with poster paint or finger paint.

Physical - this will improve their hand-eye coordination.
Intellectual - they will learn colours and shapes.
Emotional - being creative is always satisfying. Small children can really express themselves if adults don't interfere with their preconceived ideas that everything should be in its proper place.
Social development - they can learn to work together each adding their own ideas to a group picture. Or doing their own thing but looking at what they others have done and discussing it.
