Yes, it will. You can get saddle pads that have a stitched on kind of half pad, usually neoprene or fleece, but sewn so its more flush with the pad than going for a separate one. With 'double pad', you could use a gel pad with that. The Neoprene ones hold the gel pad nicely.

of cause its best to try and find something that fits properly, but untill the horse builds up muscle in his back, the above should do the trick!
