Of course are passports still stamped when entering a foreign country. There are however some exceptions.

Holders of a EU/EEA passport or a Switzerland passport do not get a stamp when traveling to other EU/EEA-countries or to Switzerland since they have the right to travel and do not need an immigration approval, that's what the stamp is documenting.

25 European countries have concluded an agreement (Schengen Aquis) to open up their internal borders. Those countries are Austria, Belgium, Czech Republic, Denmark, Estonia, Finland, France, Germany, Greece, Hungary, Iceland, Italy, Latvia, Lithuania, Luxembourg, Malta, the Netherlands, Norway, Poland, Portugal, Slovakia, Slovenia, Spain, Sweden, and Switzerland. Travelers of non-EU countries only get an entry stamp by the Immigration Police of the first of the above listed countries. To travel between the countries no further immigration process is required nor are there land borders where passport controls take place in general. They will only get an exit stamp from that country they are leaving the Schengen area. My this manner the time of stay is documented, since it is limited for up to 90 days in a 180 day period for visa-free countries like the USA or Canada. The stamp is further needed to assure that holders of visitor visa who are allowed multiple entries do not overstay their total number of days of stay allowance.
