Can I use stamps from envelopes that were never used?
The stamps were put on envelopes to be mailed and were never used. Can they be removed and put on a new envelopes? If so, how do I do that? Do I cut them and glue them on?
Before the days of self-adhesive stamps, you could soak an unused stamp off of an envelope in only a short time, and without damage to the stamp. You had to apply your own glue, but a glue stick, and long before those, a little mucilage, would do the trick.
Now, once a self-adhesive is on there, it's pretty much on there. Old stamps often didn't stick well, but in my handling of literally hundreds of thousands of letters in the self-adhesive era, I have not seen ONE case where one of them fell off of an envelope. I used to stick up for my customers when a letter would come back for no postage. I would show it to a clerk, point to the residue, in the shape of the stamp that fell off, and say, 'See? They paid.' And the letters would be marked 'postage OK' and sent on. Letters still come back today, but it's because someone forgot to put a stamp on. You never see residue because these new stamps do not fall off. Soaking to remove one requires so much time in the water that the stamp is damaged beyond use.
If you use one, we know it. Rejected. If you cut one off, we can see the paper residue underneath. Rejected. If you tape on one, that has ALWAYS been an instant rejection. We are trained to catch and return any mail where stamps are reused. It used to be harder in the 'old' days, because you could soak off a stamp that maybe had just a tiny bit of cancellation ink, and get away with using it. The new ones aren't coming off.
